In Photoshop I make sure that I start with a document that is for DV and I have the pixel correction turned on. This is important timesaver so that it doing some conversion for you. DVD/DV is always 720x480 and (it is best to set the file up as72dpi). The problem is if you start with a standard square pixel 720x480 things will be squished in 4:3 or stretched in 16:9 because of the aspect ratio of NTSC pixels (.9 or 1.2). In older version of photoshop you use to have to start off with a 720x536 and then convert it to 720x480 (which would look wrong in Photoshop but correct in on a TV)

Then after everything is done I normal add a 1 pixel motionl blur at 90 degrees then go to Edit>Fade Motion Blur>50%
