Converting subtitles from SST

Hoping someone can help (possibly Alex who I know has lots of subtitling experience)
We have been supplied subtitles supposedly as SST (Scenarist?) files but it has come as a Word document. We need it as STL but not sure how to "extract" the file supplied so that it can be converted in Lemony/Subtile Workshop etc...
Here's a clip of some of it (I am not familiar with how SST files reference their timecodes but some lines have no timecodes at all)
