Personally, I would do this with scripting. You'd need a few scripts. First title one of your registers as "Last Menu" or something like that. The you'd write the following scripts:
Main Menu Script
1. Set GPRM "Last Menu" to immediate value 1
Chapter Menu Script
2. Set GPRM "Last Menu" to immediate value 2
Set those as the pre-scripts for the respective menus
Then write your Menu Decision Script
1. Jump to Main Menu Button 1 if "Last Menu" = 1
2. Jump to Chapter Menu Button 2 if "Last Menu" = 2
Set that script as the target for you Menu button in the project settings. I usually use a simple script like this for the Menu Button and always make the Title Menu button go back to Main Menu Button 1.
