Sorry for the delay in responding, my work here waxes and wanes.
Examining the canned presets for Compressor will show you what they think is appropriate. The 60-minute high quality uses 2-pass VBR-best at 6.8 and 8.0 with PCM audio (1.5Mbps) to just squeak under the recommended 9.5Mbps limit. If you put alternative audio tracks or subtitles with this, it may be too much.
I would probably use your 6.5 & 7.7 with best motion estimation and quality, combined with 384kbps AC-3 audio, as long as I was using one angle video and no alternative audio nor subtitles.
With the glitches: are you seeing them if you play the .m2v in the QuickTime Player, or is it just on the finished DVD? There's a setting in the Extras tab in the MPEG-2 setting which allows you to create a transport stream (TS) instead of elemental streams. Encode with those settings and try playing the transport stream in VLC or MPEG Streamclip: are the video and audio glitches still present. What we are trying to do here is to see if the problem is in the building of the DVD or the encoding of the video.
From your description of the glitches, they sound more like player issues. Does the disk play well on other DVD stand-alone players? Have you tried changing your brand of DVD-R disks?
