OK, so I just found out it only worked for my test clip!
I was able to import a short, 30 second test clip in H.264 to DVDSP as I described and it looked great, but now after hours of encoding the full 4 minute short film, I have found that it does not work. No idea why they would name the preset 'HD DVD' when it doesn't work.
Perusing an Apple forum I have found the suggestion to use HD MPEG2 and AIFF audio instead of AC-3 and they also state that these DVDs only work without menus ( when burning HD DVD material to a standard DVD to use in a Toshiba Player)
