Urgent! DVD Studio Pro 4 Build Error: Video Bit Rate Too High

Working on a project that is due today. We have a bit budget, and according to it, all of our bit rates should be okay. Here is what we're dealing with:

Main Video: Average 4.0 Mbps/Max 7.3 Mbps
Audio 1: Stereo AC3 (.192)
Audio 2: Stereo AC3 (.192)
Audio 3: Stereo AC3 (.192)
Audio 4: Stereo AC3 (.192)
Audio 5: 5.1 AC3 (.384)
Audio 6: 5.1 AC3 (.384)
Audio 7: DTS (.754)
2 Subtitle Streams (.04 each/.08 total)

We've ditched 1 of the 5.1 streams which is all we can loose from this project. We've also re-encoded the video the video with a max of 7.0, but still no luck. Can anyone offer any help?
