Yes,

eDVD4 is authoring application independent. You have to follow a few steps in creating your project so it is prepared for eDVD 4, but otherwise you would create, build/compile your project to your HD. You would then use the video_ts produced in the process to emulate and add your links in eDVD4. You actually don't physically need the video_ts folder at all, but it helps to know exactly where the chapter and title set are for your links to launch, that unless you have done this a fair amount would be more or less a guess without it.
