I'd like to know the same thing. It's for a research facility that does focus group testing of tv commercials and their specs asked for an mpeg-2 at 720x480. I couldn't actually get anyone on the phone to verify why they needed this file size. They just more or less said "this is what we were told to get" but everyone I spoke with seemed completely ignorant altogether. So 640x480 may be in fact fine for them. Thanks to everyone who replied - the information was very useful!
