dialog normalization

hey,
i know that if you set dialog normalization to -31 your audio will be played back as mixed, but isn't that against the purpose of this setting? shouldn't it be set to the average dialog level or maybe the reference level of the program? that would cause your audio to be played back at the same level as any other properly mixed and encoded audio, right? well, i know this is the case but what i need to know is what the number is if i'm after this functionality. the reference level, the average rms level, the peak dialog level, the rms dialog level or something else?
