Moving video background in menu is pixelated

I am trying to put togther a menu with a piece of 25 second video forming the background. It is one shot only cut to size in FCP5 captred and edited at Pal DV50 - turned into a DV50 Quicktime movie then imported and encoded in Studio Pro with a max bitrate of 7.
The picture is coming out pixelated but the same shot in the video when played is perfect.
I have tried dropping the video into a small drop zone in the hope it cures the problem but its still pixelated just in a small box!
If I dont get an answer I will try to send it to motion then bring it back into Studio Pro but I am sure there is an easier solution.
My system - G5, Dual 2.7, 4GB ram, FCP Studio 5, Declink card, 1TB Lacie
Hope you can all help - I have searched the forum for answers previously and solved my past problems. There has been one question on this but the answer was not given.
