Pausing on black

Here's what I need to create:

Insert DVD and you see black--maybe the first fame of the first video.
Hit track and it plays the first video, then stops on black--on last frame of first video
Hit track again and it plays the second video, then stops on black--or last frame of second video
Hit track again and it plays the third video, then stops on black--or the last frame of the third video.

You get the idea. How would I accomplish this?
