for talking heads, lower rates can be used successfully. However, to answer your question, lower rates mean less bandwidth is made available to deal with your film. Higher rates mean more is devoted to your film. So higher is better, but up to a point.
I've used 6.5 CBR quite successfully for most anything. It's a good all around bit rate. Try the 5 to 7.5 and she what you think.
