Create your button outlines in the Menu tab. Select a button outline, then open its inspector. Then you will be able to assign layers to button states.

Remember, button states, which includes layers assigned as button states, are properties of the button, and not the menu itself. So you must draw the button outline first, then edit those properties to see those states.
