Soundtrack Pro doesn't have any sidechain actuated filters, unfortunately.
From memory (and it's been a wee while since we abandoned protools) it's not one of the standard protools effects either.
It's most likely that the filter in question was the Waves C1 compressor - which will also work in SoundtrackPro. The cheapest bundle I found was £300 (UK pounds)
Somewhat more subtle than ducking the volume is to set it so that the voice track triggers an EQ in the M&E track, reducing the frequencies in the area of the human voice as soon as someone speaks. (Cookie Cutting)
Or you can do what most of us probably do and just ride the fader and record the automation.
