Are there button limits in Encore CS6?

Are there button limits in Encore CS6?

I'm creating a menu in Encore CS6. I have 21 buttons and Encore recognizes them. I can click on the buttons and link them to the video. However, when I review the disc in preview I am unable to select the last 3 buttons. Is there a button limit in Encore? I've never had this issue before.
