robert,
if it´s a real 16:9 PAL-clip it
IS
anamorph, as 16:9 with aspec 1:1 would be 1024x576 instead of 720x576.
but if your source is DVCPRO HD, this is HD and need to be scaled to SD prior encoding, and if it is 1080i50-source, it needs to be cropped left and right to fit to 720x576.
what encoder do you use to create your PAL SD MPEG2? adobe strangely using a different aspec-ratio (1050x576), but your encoded file will be 720x576 as well.
are you using adobe media encoder?
NOTE: DVCPRO HD has a native resolution of 1440x1080 instead of 1920x1080, it´s an anamorph HD-resolution.
