You will have to do your own bit budget if you are rendering to MPEG-2 outside of Encore. Go to videohelp.com, check the tools section, and then look for a bit budgeting application, which will determine the optimum bit rate based on the duration of your video, audio, and any subtitles.
If you give Encore AVI or MOV files, it will do all the bit budgeting for you.
