CS3, exported as Blu-ray, low-quality, motion menu

I'm creating a Blu-ray motion menu and running into troubles regarding the video quality. The original video is formatted in .mov H.264 with 1920x1080 pixel resolution.
Using Encore CS3, the problem I'm running into are two things:
1. the quality size is small and therefore not in the 1920x1080 form after exporting as "Blu-ray." Looks like a 720x480 quality.
2. The video is off-center, where I can see a small and white vertical line on the edge of the screen.
The project settings is in Blu-ray, NTSC, and used both H.264 and Mpeg-2. I've also set target bitrate at "Maximum quality".
The only distinction I'm seeing is the preview of the video being "low-quality" and under "file-->edit quality present" the video looks original.
I'm using XP, but with NO Blu-ray drive. I only export them as "Blu-ray folder"
Please help!
