Dunno about Premiere, but the general consensus is that all HDV sucks in machine control.
It's dog slow...
So if you want to be productive, ingest entire tapes. Even forget about TC if you can, as TC breaks will be a nightmare too... (now if you do not use TC, you got other problems :-)
