error - PCG "submenu bg" has an error at 00;00;05;15

hi guys
i've been trying to burn this dual-layer dvd all day
nothing too complicated, a couple menus with video/audio backgrounds and video transitions between them
when i go to burn i get this error ("chapter menu 2" is a transcoded .avi file used as a background for a menu):


PGC "chapter menu 2" has an error at 00;00;05;15.
internal software error: %0, line chapter menu 2 - PGC Info: name = chapter menu 2, ref = Jpgc, time = 00;00;05;15


i tried re-importing and re-transcoding the background .avi file already and i get the same thing.
the menu buttons are all routed properly, no overrides, not overlapping, etc.
anybody know what the heck is going on?
