Web Link in Encore

I've read that the only way I can add a link to a client web site in Adobe Encore is with eDVD. Is this right? Have any of you worked with eDVD. Will a viewer still be able to view the DVD in a DVD player (without the link functioning) or will the DVD only work on a computer?
