The menu can loop, but not seamlessly. The usual trick to avoid viewers noticing the restart in the loop is to "pre-loop" the menu a couple of times in an NLE (e.g. Premiere) to make it a minute or two. Most viewers will have made a selection before the two minutes are over.

For the music playing just once, you would use two menus: One with audio, set to play one time and with an end action linking a second one without audio.
