1080, 25p or 1080 50i for observational doc

Hi, what would be the better choice for shooting, 25p or 50i at 1080 PAL on EX3 for distribution to both PAL and NTSC formats?

I find that the 25p makes handheld look a little more jerky than 50i because of the frame rate difference. The documentary is going to be shot in a fly on the wall style, so loads of handheld.

If shot at 50i is there going to be any problem in converting to NTSC? The aim is to keep the project HD all the way.
