If you look at any of the PAL presets in Combustion, it will answer your field-order question for you [upper first]. As for the rest of it, I usually only interlace my final render. Like you, I mostly do my intermediate work 1024x576 and only go anamorphic for the final render. I also work progressive up to that point, so I can move/scale elements without screwing up the fields.
