You could do a few things here.
For ex., in the cws, look for
"ResetChannel Clip Aspect Ratio"
...after setting up + saving a
comp w/ wrong PAR, and then simply
correct the PAR value after the fact,
while c* isn't running, of course.
After editing the file, relaunch.

Also, if most of your comps will be using
one customized setting like that, define a
'custom' setting in your (user) host.ini.
i.e.. set up:
"NewOpPreset=Custom"
and
"NewLayerPreset=Custom"
and just put whatever the values you'll
be using a lot. In the file, PARs and such
will be self-explanatory.

None of this is documented, but I've had
to do a lot of hacking on my own to
figure certain things out since the
earliest c* days... ;) One real neat thing about
these text-based files is that, batch-modifying
of proj files becomes a no-brainer.
