As cynical as I am about Autodesk, I don't think that they really expect Combustion users to buy Toxic. The two applications serve different users/markets, and neither product has the tools that each others' market/users need.
I think it's more likely that Autodesk realizes that they have painted themselves into a corner with regard to Combustion's pricing, and they're much more interested in spending their development resources on improving their high margin products like Toxik and FFI.
If Combustion does go away, I think it would only be because Autodesk doesn't think it's strategically in their best interests to target the particular market segment that Combustion occupies. The market has spoken, and it's content to be served by After Effects.
Good products sometimes fade away. Some people still swear by Commotion for roto work. We use the tools that work for us, and find new ones when the old ones outlive their usefulness. When companies drop products, it's for carefully considered financial reasons. There is no malice in the equation, just as a shark feels no malice in eating a human being for lunch.
