In my opinion one cannot really compare Shake and Combustion because they are in totaly different price ranges. Also they work together well, because Shake is weak with particles and Combustion has a great particle system. Shake has better matte painting tools though then Combustion. In terms of which one is best in general; it is at best hard to say because it is really is a matter of personal taste, and of what type of features and focus your looking for. I personally lean towards Combustion just because I have used it more then Shake, and its a good bit cheaper. But it all really boils down to a matter of what program will do what you need it to do.
