Creating DOF on 2D Backplate

I have a backplate that needs to have graduated DOF, such that objects nearer the foreground are more in focus than the detail way back in plate. Is there a way of defining the Z characteristic of the 2D plate such that a variable blur can be used to create the effect?
Is the only way to create a series of selections and apply different blur settings to each ?
