Master page question

Dear All,

I have an eps graphic with transparencies, basically an ornamentation that is to be placed around page numbers. The page numbers are also graphics (tiff files).

I put the eps file in my master layout and arrange its position to front. In each of my pages I import the page numbers and send them to back. This doesn't seem to be working however. The eps from the layout master is not placed on top of the imported numbers. I tried to import the eps file into the page directly, and it worked fine. However, with 180 pages, I'd really prefer to have the eps graphic in the layout only. Is there a way I can an object in the master layout appear on top of objects I place in the pages?
