highlight clipping

I noticed that some clips with luma and chroma highlights over 100ire get clipped off using most plug in filters. These highlights playback fine and record sucessfully onto Dig Beta.
I am using Premier Pro 2 and Tiffen's filters and most of Matrox Axio's filters (except Matrox's color corrector filters and PP2's built in filters all exhibit this limitation.
Does Magic Bullet also chop off and desaturate these high lights? Is this an issue on Vegas or other platforms like Final Cut, AVID? I suspect this is caused by the filters working (or not) in RGB color space and using 255 max level, verses YUV which i believe only allows 235 max level. If so are there diffusion plugins that don't chop the chroma and luma highlights?
Any thoughts?
