I think what you're seeing is the "hyperthreading" functionality of the 2 single core Xeon processors, which allow each processor to 'look like' 2 processors (up to a point).

You could turn 'OFF' hyperthreading in the system BIOS and see if it drops back to just 2 green windows (but then, turn it back on again).
