Very few camcorders allows you to capture full DV over USB. Panasonic is a notable exception. In addition, almost none of the video editing software out there supports DV capture over USB, the only one I know of that works OK is Windows Moviemaker.
The reason the speed of the connection matters is that FireWire allows the DV data to be streamed from your camcorder to your PC at the speed the camcorder sends it. USB 1 is not fast enough to keep up with your camcorder. USB 2 is fast enough, but, as I said, not generally supported.
