Quality end product not very good!

Hi there,
I render my video files from VT4 with the following Codec and Resolution :-
DV Video Type 2 (PCM Audio)
NTSC D1 Video Resolution
I then take the rendered file and create my DVDs using DVD Workshop. Now most of my output files are between 90 & 120 mins, so I used the Standard quality compression template.
The problem I am having is that the quality does not seem to be very good, especially when there is movement i.e. when the preacher is standing still the quality is ok, but as soon as he moves it looks like the video is "Pixelated".
Is this normal for Standard? Am I doing something wrong? are there any fine tuning tips that you could give me, to give me a better end product?
