Your HDV MPEG-2 will be downscaled to DVD standard resolution. HDV is a good source for DVD. Whether it will look better when converting with DVD Workshop or Adobe Premiere I am not sure about. It depends on the compression algorithm in the two apps. I would not be surprised if Adobe does this better than does DVD workshop given that it was created for HD editing and may have algorithms for improved down-scaling of HDV to DVD.

I would recommend you create MPEG-2s from Premiere, rendered using a DVD template and compare the result to doing the rendering in DVD WS.
