You can not play more than one audio track at the same time. DVDs were not designed to do so. It's a one at a time proposition because the concept was to have different tracks for different languages. It would be troublesome to have the English and French audio playing at the same time, no?

Why DVDWS is letting you hear both tracks in the Finish step I do not know - but it should not be doing it.

You will have to create a second track mixed the way you want it to sound.
