mike harper indexing how to do this?

i have 15 embedded MPG's. each one has multiple subjects. i want to create a index page that will allow the user to look up a subject, then click on a index to go right to the desired subject.
i do have velocity that will allow me to create indexes on the timeline, and create CPT files.
whats the best way to do this?
