What is broadcast and what they take delivery of should not be assumed to be the same.

You can broadcast 486i59.94, 1080i59.94 or 720p59.94 in the US; but nothing else. If you want to broadcast something shot at 23.976p, you need to add a 2:3 pulldown and broadcast at 1080i59.94. But you could theoretically give a station a 23.976PsF HDCam-SR master as their deck can add 2:3 pulldown on play-out.
