Suitable and cheap high-fps HD Cameras..

Hi there,
I'm a photographer by trade, and have very little technical knowledge of video, so I apologise in advance for my apparent ignorance.
I am working on an album cover for a band, and need to take a single frame of a high fps slow motion sequence for the main artwork.
First of all, are there any affordable (to rent or buy) cameras that can stretch to 100 fps or even 500 fps?
Also I've heard about some software called 'twixter' for After Effects, which fills in frames in slow motion sequences.. would that be a possible solution?
