Hey Aaron.
If you are a global company then you are also likely to work in different frame-rates and much different sizes + surely your incoming material will be used in a wide variety of contexts.
Rather than getting hung up on what compression to use, I think you should stick to getting hold of the originals and make sure that they are straight from the camera or has the least amount of compression changes when generating new "copies".
To make life easier, you could stipulate what cameras you accept material from and at what frame-rates. This will also encourage your agencies to invest in the right equipment and you won't need to build the Noah's ark of playback machines and an even bigger patch field (to some in this forum, known as Bob... :-D ).
Next thing would be Meta-Data - such as location and content + copyright.
