1280x720 Format

I have a commercial that was shot on 35mm film. This went through a telecine process and was put onto a DVCam tape. This was then digitized into FCP at 720x480. Now I need this commercial to be HD quality with a resolution of 1280x720 at 59.94 fps. The image right now in FCP is letter boxed. Is my resolution going to be HD quality even though it was bumped down to dvcam? Can I take what I have now and put it onto an HD 5 tape and be at that resolution because it was shot 35mm or did I loose resolution because of the tape used (dvcam). Thanks
