I'd recommend not offlining in SD for two reasons: 1) You need to change the frame rate to 29.97 then back to 24 which is do-able but who needs the hassle. 2) I've found that it's difficult to make certain critical decisions about HD footage at SD, especially focus.

I'd recommend that you input directly from the HD source tapes into FCP at 24 (or 23.98) with the DVCPRO-HD codec. You might even be able to compresses it down to HDV. I'm not sure if HDV has a 24 frame rate though. At the end you can then re-digitize and finish at uncompressed either right in FCP or take an EDL to another system.
