There is no such thing as uncompressed MPEG-2, as MPEG-2 is a lossy codec.

But to answer your question, you can't capture via MPEG-2 with either the Media Express software or Premiere Pro.

There may be other software that can use the Shuttle and compress in real-time to MPEG2, but none that I know of.
