You should follow the instructions of your editing software. You should remove the 3:2 pulldown from the 24p footage before you begin to edit. To make pulldown removal easier, you should capture individual shots only. Do NOT capture an entire tape as a single clip. Do NOT capture a group of shots as a single clip.

This is difficult to understand.
After you remove the 3:2 pulldown, the actual frame rate of 24p footage is 23.976 frames per second. Many editing programs call this 23.98. It is just a nickname -- "un pseudo-nom" -- for 23.976 frames per second. When you edit, you should use this frame rate.
The field order for NTSC DV footage is Lower Field First. It is 720x480.

If you upconvert to High Definition, the picture will not look good. The picture will need help. There is a plugin called "Instant HD" that can help, but it can not work miracles. here is a link:

It is not normal. I think you did not remove the 3:2 pulldown from the footage first. You must remove the pulldown from your footage before you do anything. Follow the instructions of your editing software to do this.
