that would be a NO.
The Panny decks DO NOT DO FRAME RATE CONVERSION.

it would be a frame rate conversion to go from 23.98/59.94 on the master to 50i on the DVD

The DVD's created will be NTSC however they would still play in a computer's DVD player.
