hyper links in video

Doing research for a client, is there software that will allow for the creation of hyperlinks with in a video stream. Something the viewer can click on and it magically transports them to the selected destination. I see that there are services out there that can do it, but I would like control over it due to tight deadlines.
Any info would be great.
