Best encoding rates for web HD 1280X720

Has anyone found the most universal bit rates for quality and playability when encoding HD for streaming servers using a flash player ( creating an flv ), our videos keep needing to buffer even at a rate of 1500kbps. Also the best settings when creating an MP4 for HD sites such as Vimeo. We use Adobe Media Encoder. Thanks.
