Natasha, there is a ray of hope for modest improvement. I had little success getting great quality using the Adobe Flash encoder. It pixelates too much for my taste. I get better results with Sorenson Squeeze Pro using the On2 VP6 encoder. Pricey, but the results are pleasing.

400x300 is a bit small. Still, you should still be able to get great looking visuals at any size. If they look bad even when small, your results won't improve with size and might get worse. You probably need to use a better encoder.
