Web Video HELP! - Deadline!

A client I am working with would like a camera placed on a construction site to:

1. 24 hour live feed to their website
2. Time-Lapse record the entire project

It is on a remote location, with the closest building about 700 feet away.

I can send the video back to the building with a wireless video link, but I have no idea how to convert the NTSC video from the camera to get it on their website.
