Depends on what you are trying to stream (content wise), the codec the encoder the frame size the clients expectations but all things considered, yes it is.

2. What platform are you using? (Mac or PC) Where is your source coming from? What is your budget?

3. What platform? Darwin streaming server is free and excellent, so is QuickTime streaming server which is very close to Darwin. Then you have the stuff from Microsoft which will require much more skill and experience and patience to setup and maintain but won't necessarily deliver any better performance/experience.
