Quicktime mov is only the wrapper. They must be H.264 Quicktime to work in Flash.
The data rate seems reasonable but it depends on content as well. Talking heads can use a lower data rate than fast action sports with heavy motion graphics to look good.

I wish people would not use streaming and progressive download interchangeably. The technologies are different and so are the encoding strategies.

If you want examples of H.264 Flash progressive download you can look at YouTube HD or Vimeo HD (only encodes done in the last two weeks. They were using VP6 previously). I believe Vimeo is also using H.264 for their Standard Def encodes as well. Like at the encodes from "Pro" (Paid" members) as Vimeo encodes them a bit better than free members.
